DEVELOPMENT PHASES
The overall development on the site (including the potential additional
smaller central landholding) could be divided into 5 phases over 15-20 years depending on the demand and take-up rate for new development.

The Town Centre with its high-profile community facilities, amenities and infrastructure can be developed in tandem with the residential communities and commercial development as a total initial investment package. Key commercial landmarks can be implemented first and cross-subsidise other amenities to lead investment and attract further residential
and commercial development. Such lead developments might include high yield commercial development such as offices and the hotel/conference centre and the retail mall.
Subsequent phases of development might include the completion of district centres and their associated neighbourhood centres along the activity spine around the eco-park. A district centre and some low-density neighbourhoods may be completed in the first phase as well to offer as wide a range of development types as early as possible to gauge demand for future investment and development.
Phase I (2009-2012)
Transfer of municipal authorities to Sunny Valley
Construction of new high speed transport infrastructure that will connect Sunny Valley with Chelyabinsk
Construction of an entertainment and shopping centre of super-regional scale
Construction of an industrial and logistics complex
Construction of necessary social infrastructure
Construction of low price housing (main component)
Business class housing (a small portion to be implemented at the end of the phase)
Elite class housing/high price housing (a small portion to be implemented at the end of the phase)
Main goals: creation of anchor objects and formation of the critical mass of inhabitants
• Start of the project at the southern end of the land plot adjacent to the federal highway
• Improvement of transport accessibility already at the 1st phase of the project
• Development of a large entertainment and shopping centre as a magnet for the population across the whole region
• Construction of large medium-rise condominiums (low-price). Due to their size, they will allow for achieving a critical mass of inhabitants at the 1st stage.
• Commissioning business class housing at the end of the 1st phase will diversify the social environment and improve the image of the project.
• Warehouse facilities within the industrial and logistics complex do not depend on the project course as such (low risks), as they will be demanded by the construction infrastructure and the entertainment and shopping centre.
Phase 2 (2013-2016)
Construction of middle and high price housing
Business park within the industrial and logistics complex
A congress hall and hotels with some exhibition space
Premises for light industry
Main goals: completing the functional diversity of the project and development of infrastructure.
Development of commercial real estate will enable people to live and work within an autonomous district.
Light industry premises to be commissioned at the end of the 2nd phase will be claimed by small and medium-sized enterprises and provide for additional jobs.
The business park will represent a group of lowrise buildings that can be easily modified inside and will be suitable for small and medium-sized businesses as well as services enterprises (offices of banks, insurance companies and notaries, private clinics etc.)
• A congress hall/hotel will provide space for trade shows and presentations.
Phase 3 (2017-2020)
A technopark within the industrial and logistics complex.
An internal shopping centre to be commissioned at the end of the project period.
Phase 4 (2021-2024)
A business incubator within the technopark (in collaboration with the authorities of the Chelyabinsk Region).
2nd internal shopping centre.
Main goal: extension of the project, enhancement of the commercial component and further development of the infrastructure.
• Commissioning of internal shopping centres.
• Increase of volume of high price housing once the main infrastructure is in place.
• A technopark.
